John Abbott , CEP – Planning

John Abbott, PG is the Director of Environmental Services at Wantman Group, Inc. (WGI). He received his B.S. in geology from Virginia Tech and his M.S. in geology from New Mexico Tech. He has 23 years experience in environmental consulting, including NEPA, environmental planning, permitting, wetland mitigation, wildlife surveys, and contamination remediation. He worked for 8 years at the Savannah River Site in South Carolina doing remediation planning at that nuclear weapons facility. For the past 15 years, he has been in Florida working on land development, transportation, and environmental restoration projects. John is active in the environmental community. He currently serves on the Board of Directors for the Florida Association of Environmental Professionals and is the President for the South Florida Association of Environmental Professionals. On weekends, look for him in a kayak in the Everglades or Florida Keys.
Douglas J. Durbin, Ph.D , CEP – CEP by Eminence

Doug Durbin is a Chief Scientist and Senior Expert with Brown and Caldwell. He has a broad background in the sciences, with a focus on ecosystems and aquatic ecology. His professional career comprises nearly 27 years of consulting experience, where he focuses on water resource needs for public and private-sector clients across the country. Typical projects include the development of water quality standards and regulations, stormwater assessment and management, establishment of wastewater effluent limits, permitting, compliance and natural resource management associated with various land development projects, and sampling and analysis of aquatic communities, including fish, invertebrates, plants and algae. Doug has worked in urban, suburban, agricultural, silvicultural, industrial, mining, and natural settings. He has been an invited instructor for many water resource courses, and has testified in legal proceedings across multiple areas of expertise. The first 20 years of his consulting career was based in Tampa, Florida, and he has lived in Raleigh, NC since 2012.
Rick Harman, CEP – Planning

Rick Harman is currently a project manager in the environmental division of Wantman Group Inc. at the company headquarters in West Palm Beach. With over 16 years of experience, Mr. Harman provides a wide variety of environmental services to public and private clients throughout the state of Florida. His area of practice includes due diligence, permitting, compliance, and monitoring for wetlands, uplands and trees, and listed species. He is an International Society of Arboriculture Certified Arborist, a Society of Wetland Scientists Professional Wetland Scientist, and a Florida Fish and Wildlife Conservation Commission Authorized Gopher Tortoise Agent. Mr. Harman is active in the southeast Florida environmental consulting network serving as a board member of the Treasure Coast Chapter of the Florida Association of Environmental Professionals since 2013 and as an officer since 2014 receiving the inaugural Treasure of the Chapter Award in 2015. He also serves on two committees for the Palm Beach County Planning Congress where he assists in providing environmentally-friendly planning advice for the multi-disciplinary organization. He is a member of the Florida Chapter of the International Society of Arboriculture and the Society of Wetland Scientists. Mr. Harman holds a Bachelor of Science in Biology from Wake Forest University. In his spare time, he enjoys spending time on the water in and around his home in Stuart, Florida.
Alexis D. Morris, CEP – Planning

Ms. Alexis Morris has nearly 13 years of experience, (seven with RK&K) in National Environmental Policy Act (NEPA) compliance and permitting for local, state, and federal projects in Maryland, Pennsylvania, Virginia and Washington, DC. Ms. Morris’ experience has included preparation and oversight of Environmental Assessments, Environmental Impact Statements, and supporting technical studies including: Section 4(f) evaluations, community effects assessments, natural resources and wetland investigations, joint permit applications, and project plans in various design stages. Ms. Morris has served as an MDOT SHA In-house Consultant Environmental Manager for more than 7 years, ensuring compliance with NEPA, environmental permits, and mitigation commitments from project initiation through design and construction. Through these experiences, Ms. Morris has advanced partnerships across dynamic multi-disciplinary teams, community leaders and stakeholders, and government agencies for planning and permitting projects.
Additionally, Ms. Morris is a charter member and president of Toastmasters International Heard in the Herd Club; a contributing member of Women’s Transportation Seminar, the Pennsylvania Association of Environmental Professionals, and RK&K’s Women’s Leadership Forum; serves the local community as a citizen member of the Shrewsbury Borough Wellhead Protection and Traffic Calming Committees; and is a volunteer ambassador for Junior Achievement.
Ms. Morris also enjoys yoga, running, gardening, and experiencing nature and new places with her family.

Andrew T. Der, CEP – CEP by Eminence

With a total of 32 years of experience working within the Chesapeake Bay watershed, Andrew Der is currently principal of Andrew T. Der and Associates, LLC practicing in the water resources consulting industry regionally and nationally since 2013. Prior to that, Mr. Der was Director of Environmental Services for two civil engineering firms in the Washington DC/Baltimore, MD metro region, and previously completed 18 years of service at the Maryland Department of the Environment leaving as a manager in the Wetlands and Waterways Program. His specialties include regulation, environmental assessment and watershed studies, advocacy, compliance, permitting, feasibility studies, nonpoint source pollutant management, wetland and stream mitigation, water quality monitoring, NEPA, NPDES, and TMDL. Mr. Der also teaches seminars, publishes industry-related and natural resources articles, a member of several industry and citizen advisory committees, recipient of numerous awards of recognition, and provides expert testimony.
Leonardo DeSousa, CEP – Operations

Mr. Leonardo DeSousa is currently the Manager of Environmental Affairs at Diamond Offshore Drilling, Inc leading the department in a global corporate level since 2014. Mr. DeSousa provides environmental compliance support to oil and gas offshore drilling operations in numerous countries to ensure that the rigs comply with all applicable requirements including local, state, federal, and international regulations. Mr. DeSousa’s compliance support efforts include waste management technical support, discharge permit compliance support, and air quality regulatory support among others. Before joining Diamond Offshore, Mr. DeSousa worked at Tenaris where he managed environmental compliance matters for multiple Oil Country Tubular Goods (OCTG) manufacturing plants in the U.S. that were subject to various regulations including CAA, CWA, RCRA, EPCRA, and TSCA among others. As a subject matter expert in air quality regulations, Mr. DeSousa helped Tenaris secure various air permits including Title V, and NSR’s for multiple facilities. Prior to Tenaris, Mr. DeSousa worked in various municipal environmental agencies including the City of Houston Bureau of Air Quality Control (BAQC) as a senior environmental investigator conducting air quality inspections and investigations in various regulated facilities including refineries and petrochemical plants. Mr. DeSousa holds a Master of Science in Environmental Management from the University of Houston-Clear Lake and a Bachelor of Science in Geography from Texas A&M University.
Leonardo DeSousa is fluent in 4 languages including Portuguese, Spanish, French, and English.
